Freeport

Freeport is a pirate haven city in East Carrouban (16P). It's part of an area perpetually drenched in fog (Fogswept Lands. The town fell into pirate governance around the time the Conquistadan Civil War happened.

The fog makes Freeport easily defensible. The waters are treacherous, with coral reefs and areas which can wreck ships - lots of outcrops. Massive warships can't approach. The town is also overlooked by a fort.

The port doesn't have traditional lighthouses, but rather people playing loud wind instruments periodically as a kind of "call and reponse" thing - the waves change enough that a lighthouse erected may become obsolete, and the local government don't want to pay to build lighthouses anyway.

While originally in a grid pattern layout, the sprawl and lack of regulation means the city has become more chaotic, with extensions and other buildings going into roads etc. or cutting off some roads entirely at one end/in the middle. The city is mostly low-rise.

Low regulation on crime etc. - lots of unsavoury people.

A known tavern here is The Crossed Keys.
The Hideout - a pirate club on Artist Alley, and a favourite of Grizzlebeard.

While Freeport was once governed by a single individual, this transitioned to more of a figurehead position, and then ended. It is now governed by the Pirate Lords.

Surrounding coast

Freeport occupies a bay bordered by steep cliffs. Some nearby stretches of coast have no accessible beach beneath them.

Coves can provide shelter for small craft, but reaching them requires navigating the surrounding waters. Fog and darkness can conceal movement while also making navigation more difficult.

Small fishing settlements lie at intervals along the wider coast, typically five to ten miles apart, with populations of roughly twenty to one hundred people. Their small coastal craft provide transport on a scale distinct from Freeport’s larger pirate vessels.

Blockade of Y120

In early May Y120, Gustavo, Montañero Pirate Lord established a blockade around Freeport, in order to find Little Foot.

The blockade disrupted coastal trade and made departure by recognisable pirate vessels dangerous. Aerial transport became especially valuable, and the Pirate Lords restricted private flights from the Swooping Terror hangar.

Gunfire in the harbour

Even armed pirate ships face limits on their use of force within Freeport’s harbour.

During an early May Y120 confrontation beside The Red Scorn, its crew could fire muskets at attackers, but using cannon or grapeshot inside the harbour would have risked intervention by the port authorities.
